ESB International was appointed as a consultant to take management control of the state-owned organisation GSE to minimise revenue losses and improve staff capabilities.
After 5 years, GSE was turned into a profitable entity in a functioning market with good prospects.

Our Approach

Improve billing and reduce system losses which exceeded 15%. - The Solution
Facilitate improvement of the billing system and install a new metering system to improve bill processing for customers. Introduce Debtor Management policies to recover bad debt, and to allow customers with large arrears to pay off their electricity debts.
What we delivered
We installed advanced metering architecture on each feeder which supplied the distribution companies in Georgia. Therefore, distribution companies could link metering data in real-time to the Tbilisi based central billing system, and issue bills seamlessly.

- Increased revenue from $17M to $26M
- Increased cash collections from 54% to 74%
